What this means
Some things are mandatory, infrastructural, or simply not the kind of thing humans organically recommend. Asking a captive user how likely they are to recommend the required internal app launcher is feedback theater.
Punch up. Don’t fabricate experiences, target individual employees, or organize a pile-on. The point is to tell the organization that the solicitation itself is the problem.
